Unlike a lawful evil individual, he doesn't care much for laws and rules and will just as likely knife a bureaucrat as bribe him, but he lacks the rebellious streak that typifies chaotic evil people and is never evil for evil's sake. He's evil for his own sake. A neutral evil person is cold and calculating and thinks how each decision can bring him profit or pleasure.
